If you encounter this issue, one workaround is to set array items as possibly undefined:
const test: (string | undefined)[] = [];
test[0].length; // will result in an error
if(test[0]) {
test[0].length; // will work fine
}
Unfortunately, there doesn't seem to be an eslint rule specifically addressing this requirement.
Now, achieving this functionality is made feasible through the specific setting in tsconfig.json
