My current situation involves working with libraries that are untyped and resulting in warnings. I am curious about the best approach to address this issue - should I adjust configurations, use tslint ignore on a line-by-line basis, or possibly create dummy typings or generate proper typings myself?

If the libraries in question are publicly available, it might be worth looking into DefinitelyTyped for any existing typescript definitions. For instance, if you are using jquery, you can add:

npm install @types/jquery --save-dev

Regardless, warnings should not arise. Could you share some of those warnings with us? The TypeScript compiler is capable of interpreting information from .js files since JavaScript is essentially valid TypeScript code as well.
