It seems like the directory you are currently in is incorrect, and it doesn't seem to be recognized as an angular project. Make sure to navigate to the directory that contains the following essential files:

  1. angular.json

This directory will serve as your application root. Once you have navigated here, execute npm install followed by either npm start or ng serve

For instance, I will navigate into primeng-testing before running the commands mentioned above.
