Tips on configuring Eslint to disregard certain files or conditions

In my configuration, I am looking for a way to exclude TypeScript Declaration files (*.d.ts), function type declarations (

onChange: (new_value: string[]) => void;
where "new_value" is passed), and properties marked with an underscore (: _) such as async ({ page, created: _ }).
