While Visual Studio is not necessary to create an NPM package, it can be helpful if you decide to use it. I personally find a basic HTML page template to be the most efficient option.
When working on projects like this, I recommend using Visual Studio Code and organizing your folders and subfolders in a way that works best for you. You can also take inspiration from popular NPM projects on GitHub, such as Bootstrap, to see how others structure their code.
