Have you considered integrating the service into the appropriate module where it is being used? Take note of the providers array.

@NgModule({
  imports:      [ BrowserModule, FormsModule ],
  declarations: [ AppComponent, HelloComponent ],
  bootstrap:    [ AppComponent ],
  providers: [ScrollBarHelper]
})
export class AppModule { }

UPDATE: NgxDatatableModule

Don't forget to include the import for NgxDatatableModule.

@NgModule({
  imports: [ BrowserModule, FormsModule, NgxDatatableModule ],
  declarations: [ AppComponent, HelloComponent ],
  bootstrap:    [ AppComponent ],
  providers: [ScrollBarHelper]
})
export class AppModule { }

Encountered a similar issue and resolved it by including NgxDatatableModule in AppModule.
